You might want to consider using this method of opening PDF files. It works on all Moodle Themes including Boost of Moodle 3.2. See this link: http://moodurian.blogspot.my/2015/11/view-pdf-files-in-pop-up-window-in.html
As far as I know, it works on Mobiles too.
