I'm having the same issue and get the same error while trying to get the key.
I'm developing http://learnbeemaniacs.com/ and trying to get the mobile notifications to work. The site is hosted and my automatic key retrieving is not working (even though the site is registered in moodle.org).
Following documentation links, I filled the google form more than a week ago, but did not hear back, so not sure if that worked. I'm sending this message to see if anyone can help provide a key for this Moodle site. We just started enrolling the students and would like to set and test this feature for mobile users before all users are registered.
